WHITE FISH WITH GINGER

4 medium halibut steaks (about 2 pounds)
2 tablespoon olive oil
2 garlic cloves
3 cups frozen green peas
2 sliced scallions
1 teaspoon peeled and chopped ginger root
1 tablespoon grated lemon peel
1 cup lemon juice
2 cups cooked brown rice
Heat one tablespoon of the olive oil in a large non-stick skillet. Sauté the fish steaks until they turn white. Remove the fish and set aside in a warm place. Add the rest of the oil, peas, scallions, ginger and lemon peel. Cook, stirring frequently until the peas are cooked. Return the fish to the pan and heat thoroughly. Serve on a bed of brown rice. Garnish with lemon wedges and parsley. Serve as a main dish.
